The DRT-SESP B training is a joint certification program with the USPS and is an intensive one week training. The training covers and examines the relevant subjects, in particular the contractual application, the decision -making, skills in computer research and dispute resolution. Most of the participants selected by the NALC to assist are store guards or branch agents who have shown the ability to work with the management in a professional manner and are able to complete the training successfully.
In 1998, the NALC and the USPS jointly tested a new grievance procedure known as Dispute settlement processes (DRP) in order to reduce a grievance back. This has planned a dispute settlement team (DRT), made up of a union representative and a management representative. The DRT test was a success because we were able to work together to resolve the disputed grievances by writing educational and contractual decisions. The huge success of the test reduced the arrears of the grievances and the DRP was then negotiated in the 2001-2006 national agreement.
In order to be certified as a representative of step B, participants must demonstrate that they can work with diligence and cooperation with their counterparts. Students must be able to use a computer to search for subjects and they are required to write clear, concise and contractually solid decisions. Finally, all students must take a final exam that tests their contractual knowledge. About 75% of the participants who followed the training of step B are certified by DRT.
Participants in the NALC are selected by their National Commercial Agent (NBA) to follow the rigorous one week training. Participants should have a large experience of treatment of grievances at the informal stage and formal levels of stage A, and have the capacity to apply the terms of the national agreement and the JCAM when the grievances are decision.
