Chad and Burkina Faso forges strategic partnership to increase technological skills

Tuesday, July 29, 2025, the International Institute of Water and Environmental Engineering (2ie ) In Burkina Faso, organized an important ceremony: the signing of a collaboration framework agreement with the Agency for the Development of Information and Communication Technologies (Adetic ) of Chad. The event was chaired by Mr. Roger Baro, Minister of the Environment, Water and Sanitation of Burkinabe, and brought together key diplomatic and ministerial personalities, notably Dr. Boukar Michel, the Chadian telecommunications minister, the digital economy and the digitization of the administration, and Hem Mamamat Saleh Adoum, ambassador of Chad to the Burkina Faso. The agreement was signed by Mr. Adoum Djimet Saboun, Director General of Adetics, and Professor El Hadji Bamba Diaw, Director General of 2ie, symbolizing a shared political commitment to accelerate the development of technological skills in Africa by interinstitutional cooperation.

This strategic partnership is built on three main pillars. The first involves 2Ie, a recognized center of excellence, providing training to Chadian leaders in strategic fields such as artificial intelligence and other emerging technologies. Second, the agreement facilitates the professional immersion of 2nd trainees in Chad's digital ecosystem thanks to internships at ADETIC. Finally, the partnership will launch joint applied research projects focused on sustainable development, digital governance and local innovation. This initiative is part of a broader thrust for ambitious cooperation and concludes South-South, prioritizing the pooling of knowledge and the interconnection of African institutions.

In addition to this main agreement, a separate collaboration agreement has also been signed between the National School of Information and Communication Technologies (Piled up ) of Chad and 2ie, which will open the way to academic synergies, educational exchanges and co-development of training programs. Another notable moment of the day was the selection of Dr. Boukar Michel to sponsor the 17th 2ie engineering promotion. This honor is considered a message of recognition for its leadership in youth, education and inclusive digital transformation, and reflects confidence in the commitment of the Chaddian state to be of the human capital as a tool for strategic development. The document stipulates that the agreement between Adetic and 2ie lays the foundations for a new model of African partnership turned towards the future, aimed at training professionals who can both adapt to global digitization and, more importantly, create African solutions to African challenges. July 29, 2025 was cited as a historic date in the history of African technological cooperation, because Chad and Burkina Faso have shown that “digital is not a luxury, but a strategic necessity”.
