About the Southbury training school
The Southbury training school of the Department of Development Services (DDS) is located in Southbury, Connecticut. Built in the late 1930s as a domicile for intellectual disabled people, it is the only major residential installation in the state.
On November 19, 2010, judge of the United States District Court Ellen Bree Burns signed an order approving the regulation agreement to the 1994 collective appeal Messier c. Southbury Training School (STS). The agreement, negotiated by the parties, which includes the Connecticut arc as a applicant and the Ministry of Development Services (DDS) as a defendant, was filed with the American district court on July 12, 2010.
Following the ordinance approving the Messier settlement agreement, DDS affirms the commitment according to which the professional judgment will be rendered by each interdisciplinary STS team for each member of the class and will include recommendations for the “most integrated framework” adapted to the needs of the individual. For the purposes of the agreement, the “most integrated parameter” is defined as “a parameter which allows disabled individuals to interact with unabled people as much as possible”. 28C.fr Pt. 35 App. A on page 571 (2009); Olmstead527 United States at 592.
Since the order approving the Messier settlement agreement, 26 residents have gone to the community and 24 other residents or tutors have agreed for the transition to the community. In April 2025, 534 people lived in the STS and attended day programs on and off the campus.
STS employs full -time and part -time and advice staff. Staff provide support and services in a wide range of fields, including: medical, professional, residential and therapeutic services and support for facilities.
