Ohio dyslexia support laws

Bill 333 of the 135th General Assembly includes several important updates of the laws on support for Ohio dyslexia reinforcing support for dyslexia for children of Ohio. Ohio dyslexia support laws establish Dyslexia screening measures (Orc 3323.251)),, Professional development to identify dyslexia and educate students with dyslexia (Orc 3319.077),, A structured literacy certification process For teachers (Orc 3319.078) And The Ohio Dyslexia Committee (Orc 3323.25). The following is a summary of the laws of support for dyslexia:

  • Requires that the Ministry of Education and Ohio labor establish the Ohio Dyslexia Committee composed of 11 members
  • Requires the Ohio dyslexia committee to develop a dyslexia guide for screening, intervention and correction of children with dyslexia or display characteristics and dyslexic trends
  • Requires that the Ohio dyslexia committee prescribes the number of hours of professional development clock linked to dyslexia required for teachers
  • Requires that the department, in collaboration with the Ohio dyslexia committee, to identify screening and intervention measures that assess the literacy skills of students using a structured literacy program
  • Requires school districts and other public schools to administer the annual projections of dyslexia
  • Phases in more than three years
  • Requires school districts and other public schools to establish a structured literacy certification process for teachers
  • Allows the Ohio dyslexia committee to make recommendations concerning students' ratios to teachers who have received certification to identify and respond to dyslexia, school staff who should receive certification and if professional development requirements should include carrying out an internship

Professional development (Ohio Revised Code 3319.077)

The professional development requirements of the following dyslexia apply to teachers from kindergarten to 3rd year and teachers of special education from kindergarten to 12th year who are employed by a city, a school district of local or exempt village, a community school or a STEM school.

  • Teachers hired Before April 12, 2021which provide instructions to students in the following grade bands must complete the required professional development in accordance with the following calendar:

    • At the start of the 2025-2024 school year: K-1 teachers, including special education teachers.
    • By September 15 of the 2025-2025 school year: teachers from 2nd to 3rd year, including special education teachers.
    • By September 15 of the 2025-2026 school year: special education teachers for students from 4th to 12th year.

  • Teachers hired After April 12, 2021Who provide instructions to students of the grade strips described above must finish the professional development required on the last of the aforementioned dates or two civilian years after the job date (unless the teacher ends professional development when he was employed by a different district or school).

Dyslexia screening (Orc 3323.251)

A district or a school is not required to administer a measure of detection of level one dyslexia to a student from kindergarten to the 6th year which is transferred in the district or the school in the middle of the year if the student files indicate that a screening has been administered to the student by the district or the school from which the student transferred during this year. If a student is transferred to a district without having been registered by the previous district, the current teacher can request screening with the parents' authorization.

Administer literacy assessments for students with low incidence and complex communication needs

Administrative literacy assessments for students with low incomplete incapacity and a complex guidance document in complex communication needs Provides resources and recommendations for accommodation and scaffolding districts can use when administratively and diagnostic reading and read diagnostics. These can be used when administration of level 1 dyslexia screening required and the reading diagnosis required in the third-year reading guarantee and other district assessments.
